REQUEST FOR EXPRESSIONS OF INTEREST

Just Energy Transition (JET) Jobs First project (SAJJOF): Gender and Social Inclusion in the Mpumalanga Province

Individual Consultant – Project Manager (Technical), SAJJOF Project.

1. The Government of South Africa has received financing from the African Development Bank toward the cost of the Just Energy Transition (JET) Jobs First Project (SAJJOF): Gender and Social Inclusion in the Mpumalanga Province and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant – Project Manager (Technical), SAJJOF Project.
2. Scope of Work: Under the supervision of the Project Coordinator and the Mpumalanga Green Cluster Agency (MGCA), the consultant will provide the following services:
   1. Implement project activities as per the Project Appraisal Report , ensuring adherence to the timeline, budget, and scope.
   2. Identify and plan project activities in detail to align with strategic objectives.
   3. Engage and manage stakeholders, ensuring alignment and satisfaction throughout the project lifecycle.
   4. Execute each step of the project effectively, including risk mitigation and performance monitoring.
   5. Monitor project progress, set deadlines, and ensure timely delivery of outputs to achieve project development outcomes.
   6. Identify and overcome obstacles that may arise during implementation.
   7. Manage project budgets efficiently, ensuring alignment with financial guidelines.
   8. Evaluate project performance and ensure proper documentation and reporting.
3. The Government now invites Individual Consultants to indicate their interest in providing the above-described services. Interested consultants should provide CVs on their qualifications and experience demonstrating their ability to undertake this assignment.
4. Eligibility criteria, establishment  of  the  short-list and the  selection  procedure shall be in accordance with  the  African  Development  Bank’s “Procurement   Framework   for   Bank   Group   Funded Operations” dated 2015, which is available on the Bank’s   website   at:https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy. A Consultant will be selected under Consultants’ Qualifications Selection method.
5. Estimated Duration and Start Date: The estimated duration of services is 12 months, with a three-month probation period. The expected start date is 19 May, 2024.
6. Terms of Reference (ToR) Availability: Interested consultants may obtain the ToR at the address below during office hours (08:00 to 17:00).
7. Submission of Expressions of Interest: Expressions of interest in English must be delivered to the address below by 2 May, 2025, and mention “Consultancy for Project Manager (Technical), SAJJOF Project.” Submissions may also be sent by email.
