- The Government of South Africa has received financing from the African Development Bank toward the cost of the Just Energy Transition (JET) Jobs First Project (SAJJOF): Gender and Social Inclusion in the Mpumalanga Province and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant – Financial Manager, SAJOFF Project.
- Scope of Work: Under the supervision of the Senior Procurement Specialist and the Mpumalanga Green Cluster Agency (MGCA), the consultant will provide the following services:
- Maintain a proper system of accounting and ensure that all accounting records are maintained in line with approved accounting standards and in accordance with Government regulations and Bank requirements.
- Maintain proper financial records in accordance with the project’s accounting system, including journals, ledgers, and fixed asset registers throughout project implementation.
- Produce monthly, quarterly, and annual financial reports on project implementation and ensure their timely submission to all stakeholders.
- Draw up annual project budgets and work plans together with PIU management and sub-implementing agencies, including tracking and reporting on budget execution periodically.
- Establish and enhance internal control systems and ensure strict adherence in all areas of project operation.
- Develop, maintain, and update the project Financial Procedures Manual on a regular basis in collaboration with the Project Implementing Unit (PIU) management.
- Verify the eligibility and accuracy of all payments and ensure compliance with AfDB requirements in processing funds for project activities.
- Prepare for, coordinate, and supervise all financial and administrative audits in a timely manner.
- Ensure that supporting documents used in fund replenishment requests from AfDB, as well as payments for project activities, goods, and services, are properly maintained.
- Ensure periodic/monthly bank reconciliation statements are prepared for all bank accounts.
- Prepare and follow up on timely approval of disbursement requests to AfDB and oversee subproject disbursements.
- Liaise and provide training as a capacity-building measure to the Ministry’s finance staff in financial management and disbursement of Bank-financed projects.
- Coordinate and provide adequate support and coaching to finance staff of the sub-implementing agencies regarding project accounting and the proper use of funds.
- Ensure effective coordination of project internal and external audits, liaise with auditors, and follow up on audit queries and management letters.
- Ensure the safe custody of petty cash and financial documents, inspect daily petty cash disbursement records, and perform other financial management tasks as assigned by the Project Manager.
- The Government now invites Individual Consultants to indicate their interest in providing the above-described services. Interested consultants should provide information on their qualifications and experience demonstrating their ability to undertake this assignment.
- Eligibility criteria and selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the Use of Consultants” (July 2012), which is available on the Bank’s website at http://www.afdb.org.
- Estimated Duration and Start Date: The estimated duration of services is 12 months, with a three-month probation period. The expected start date is 19 May, 2025.
