CALLS FOR PROPOSALS:
Terms of Reference (ToR) Appointment of a Service Provider to Undertake an Organisational Design and Job Evaluation Process for the Mpumalanga Green Cluster Agency (MGCA)

1. Background

The Mpumalanga Green Cluster Agency (MGCA) is a not-for-profit company established to facilitate and coordinate green economy development in the province. In line with its institutional strengthening and growth objectives, MGCA seeks to appoint a suitably qualified and experienced service provider to conduct a comprehensive organizational design and job evaluation process.

This process will enable MGCA to assess and align its organizational structure, review and update job descriptions, and implement a job grading system that supports performance, compliance, and long-term sustainability.

2. Scope of Work

  • Confirm the effectiveness of the current organizational structure in relation to MGCA’s strategic direction, mandate, and resources (fit-for-purpose).
  • Develop or refine job profiles aligned with MGCA’s operational requirements.
  • Recommend a suitable job grading system (e.g., Patterson, EQUATE, or Peromnes).
  • Propose a salary structure informed by internal equity and external market benchmarks.
  • Ensure that the grading structure supports career progression pathways.
  • Provide a comparative remuneration analysis against similar public and nonprofit entities.

3. Competency and Experience Requirements

  • Demonstrated experience in organizational design, job profiling, and job grading.
  • Ability to implement outcome-driven, equitable reward structures.
  • Capacity to complete the project within tight timeframes (8 weeks).
  • Proven record of delivering similar assignments for government or public entities.

4. Mandatory Submission Requirements

  • Valid registration with the South African Board for People Practices (SABPP).
  • Company registration (CIPC) documentation.
  • Valid SARS tax compliance PIN.
  • Signed letter of authority on company letterhead authorizing the signatory.
  • Company profile with references of similar previous work.
  • Certified IDs (if applicable) and VAT certificate (if registered).

Knowledge and understanding of the scope of work. A detailed methodology and proposed plan for the scope of work to be provided—it should include implementation of the job grading method, work plan, timelines, approach to be implemented and motivations, and resources to be used.

Three traceable references for similar work done are to be provided. The bidder must provide at least three (3) valid reference letters as proof of having successfully completed projects in conducting job profiling and job evaluation, job grading, and salary benchmarking. Letters will only be considered valid if they meet the following criteria: on official client letterhead—where similar work was done, not older than 3 years—signed by the referees and if dated

6. Bidding Process

The Terms of Reference will be advertised on 25 July 2025. Proposals must be submitted by no later than 16h00 on 11 August 2025. Late submissions will not be considered.
