Notice of Extension of Closing Date from 16 January 2026 to 31 January 2026: Call for Proposals for the Appointment of a Panel of Reputable Professional Service Providers to Compile and Present Market Intelligence Reports, Industry Briefs, Opportunity Briefs and Case Study Reports on the Green Economy in Mpumalanga Province, for a Period of Three (03) Years
The Mpumalanga Green Cluster Agency NPC (“MGCA”) invites proposals for the provision of professional market intelligence services, including the compilation of market intelligence reports, industry and opportunity briefs, and case studies on the development and growth of the green economy in Mpumalanga Province (MP). The main purpose of this bid document is to appoint a panel of professional service providers with the requisite skills and expertise to compile market intelligence reports, case study reports, and/or industry opportunity briefs on the six priority areas of the MGCA’s mandate, namely sustainable agriculture, the circular economy, water resource management, renewable energy, and enterprise development, as well as skill development.
The desired industry and market intelligence information sets must serve the primary function of providing objective, reliable, and verifiable information to inform decision-makers on socio-economic development and growth opportunities, taking into consideration any policy, strategic, and operational factors. The industry and market intelligence briefs and reports produced must identify high impact economic growth and development opportunities available in the six priority areas of the green economy in MP. The said reports, briefs, and case studies, as the case may be, must furthermore be able to guide decision-makers on areas that require refinement on policy and regulatory imperatives required to stimulate the growth of the green economy and adoption of clean production technologies and practices in industry and in society at large. In summary, the desired industry and market intelligence briefs and reports must provide factual and scientifically objective information to enable the diversification of the MP’s traditional economic streams while also optimizing the uptake of new, emerging, cleaner, and green technology and practices.

The closing date for this bid has been extended from Friday, 16 January 2026, to Saturday, 31 January 2026, on or before 00h00. Proposals/bids will be adjudicated in terms of the Preferential Procurement Regulations, 2022, issued in terms of the Preferential Procurement Policy Framework Act, 5 of 2000, and other applicable legislative instruments and related regulatory instruments. This bid will be adjudicated in terms of the 80/20 point scoring system. Preference will be given to bidders who demonstrate commitment to national inclusive growth and development policy and legislative imperatives, including Broad-Based Black Economic Empowerment (BBBEE). The MGCA reserves the right to accept all, some, or none of the submitted bids, wholly or in part, and is not obliged to accept the lowest bid. Only locally produced goods, services, and/or works, with a minimum stipulated threshold for local production and content, will be considered. Prospective bidders are advised that the bid validity period is 120 days from the closing date of the bid.
Completed bids must be submitted via email to procurement@thegca.co.za on or before the closing date. Bids must be submitted in PDF format. The maximum allowed size of each bid is 20 megabytes, and all bid documents must be submitted in PDF format only, except for financial proposals, which may be submitted in Excel or PDF formats.
