NOTICE OF CANCELLATION AND INVITATION TO REGISTER INTEREST

MPUMALANGA JUST ENERGY TRANSITION ENERGY SPECIAL ECONOMIC ZONE

1. Cancellation of Current RFP

The Mpumalanga Green Cluster Agency (MGCA) hereby advises all prospective bidders that the above RFP, issued on 5 August 2026 and scheduled to close on 31 August 2026 at 17:00, is cancelled with immediate effect.

2. Reason for Cancellation

Following clarification requests from prospective bidders and an internal review, MGCA determined that aspects of the Terms of Reference require refinement to ensure clear and consistent alignment of the scope, deliverables, environmental and statutory requirements, timelines, supporting information and professional team requirements. A bidder briefing session will also be included in the revised procurement process to ensure equal access to information.

3. Effect of Cancellation

• No appointment or award will be made under the cancelled RFP, and proposals already submitted will not be evaluated for award.
• All interested service providers, including those who may already have submitted proposals, will be required to submit a new proposal under the revised RFP.
• The cancellation does not constitute an adverse finding against any prospective bidder.

4. Expression / Registration of Interest

MGCA invites suitably qualified multidisciplinary professional service providers, consortia and joint ventures that may wish to submit a proposal for the revised assignment to register their interest. The assignment will build on existing feasibility and business-case work and support preparation of the technical, economic, financial, environmental, planning, legal and implementation documentation required for the SEZ designation process.

No technical or financial proposal is required at this stage. Registration is for the purpose of identifying interested companies and enabling MGCA to communicate the next steps in the procurement process. Submission of an EOI does not constitute evaluation, pre-qualification, appointment or any right or expectation of appointment.

All companies registering an Expression of Interest will be required to sign and return a Non-Disclosure Agreement (NDA) provided by MGCA. The signed NDA is a mandatory information-protection requirement and must be in place before MGCA shares detailed project information, supporting documentation and the revised RFP. The NDA requirement does not constitute evaluation or pre-qualification of a prospective bidder.

5. Briefing Session and Issue of Revised RFP

MGCA will invite all companies that have submitted an EOI and completed the required NDA to a bidder briefing session. At the briefing session, MGCA will present the available background and project information, clarify the scope and requirements of the assignment, and issue/share the revised Request for Proposals (RFP) and supporting tender information. The participation details for the briefing session, together with the NDA requirements where not already completed, will be communicated directly to all companies that register their interest by the EOI closing date. Detailed project information and tender documentation will only be shared once the NDA has been duly signed and returned to MGCA. Companies will thereafter be required to prepare and submit proposals in accordance with the revised RFP and the submission requirements communicated at the briefing session.
