| Bidder | Question/ Clarification Item | MGCA Response |
| Zutari – Engineering Impact (Naledi Mahlase, Naledi.Mahlase@zutari.com and Robyn van Laren, Robyn.vanLaren@zutari.com) – 08 and 12 January 2026. | 1. Please clarify the bid submission date and time. The RfP document states 14 January 2026 no later than 12:00; the cover page says by 16:00, and the LinkedIn post says the deadline is 16 January 2026. The website notes 16 January 2026 but both 12:00 and 16:00 deadline times are noted.
Note: request for extension has been shared.
|
The closing date was Friday, 16 January 2026, at 16h00 but has now been extended to Saturday, 31 January 2026. This decision was taken following a number of requests made by potential bidders, taking into account the festive holiday period. |
| 2. Will there be multiple validation workshops required over the course of the appointment, i.e. a validation workshop for each of the reports prepared? | Currently the intention is to limit the validation workshop to one per assignment. However, the MGCA may elect to convene more than one workshop, depending on the need for such. This will be taken in consultation with the appointed service provider(s) for each task. | |
| 3. Under Section 5 (Deliverables and Timelines) it indicates that the assignment is expected to be completed over approximately 3 calendar months (60 working days), and in Section 6.4, it indicates a 2-calendar-month period. Please clarify if it is indeed 3 months.
|
The expected completion time is 60 days spread over 3 calendar months. This time frame is indicative only, and the timelines may be increased or decreased depending on the scope, nature, and complexity of the particular assignment.
| 4. Does the 60-working-day period for the project cover the development of multiple reports/documents for the assignment? I.e., within this period, the service provider is likely to compile a market intelligence analytical report and/or an industry brief and/or a sector growth opportunity brief and/or case study reports? Or will the development of the additional reports be afforded additional time?
|
The 60 days is the estimated time allocation per assignment. The MGCA will make a final call after consultation with shortlisted or earmarked service providers for each scope of work to be executed.
| 5. Section 8.2 (Documents Required for Bid Evaluation) states company profile and professional team as returnables. Please clarify if the rates schedule is also required at this stage?
Furthermore, please confirm if the submission should include annual escalation of personnel rates and if changes to the panel would be allowed, if appointed, in the event of unforeseen changes to the project team.
|
Yes, costs, including professional fee rates, have to be included in the proposal/bid.
The changes to the panel should ideally stay unchanged, but in the case of an unforeseen change, approval has to be sought from and granted by the MGCA before such changes can be put into effect. |
|
| 6. Are there any other company returnables required for the RFP response at this stage, e.g., B-BBEE certificate, SARS tax compliance, letter of good standing, etc.?
|
Bidders should submit all the standard bidding documents (SBD) required to demonstrate compliance with SA trade laws, including, at a minimum, tax compliance status, a CIPC certificate, and a BBBEE certificate or sworn affidavit.
| 7. Are the audited financial statements of the tenderer a required returnable item (refer to Section 8.6 Due Diligence and Financial Analysis)?
|
Yes, that is clearly stated in section 8.6 of the RFP.
| 8. Is there a minimum number of reference letters for projects that should be provided in the response, and will the number of reference letters provided affect the evaluation? Currently this is not clear in the evaluation criteria. | Please refer to section 10.3 and specifically to Table 5 of the RFP. Ideally, a minimum of 10 previous project references are required for a maximum score on that criterion. | |
| 9. Is it allowed to have one resource take up multiple roles as key experts? | A bidder can submit one expert to cover more than one area of expertise. Ideally, each area of expertise should be covered by an expert. Where an expert is competent in more than one area of expertise, the bidder has to make that determination and probably include a motivation. | |
| 10. Is there a list of questions related to this tender that were submitted by interested bidders that the MGCA responded to and distributed? If yes, could you please share this with our team? | Yes, and the questions, as well as responses thereto, are included herein this document. The document will be updated as and when new questions or clarification points are raised and responded to until the closing date for submission of proposals. | |
| GP Hub (Khanyiselo Kumalo, khanyi@gphub.co.za) – 09 January 2026 | 11. Submission deadline: We note that the RFP mentions two different submission dates and times: 14 January 2026 at 12:00 and 16 January 2026 at 16:00. Could you please confirm the correct and final submission deadline and time that we as bidders should stick to? | The closing date was Friday, 16 January 2026, at 16h00 but has now been extended to Saturday, 31 January 2026. |
| 12. Technical proposal requirements: As this RFP relates to the appointment of a panel (rather than a specific project), we would like to confirm what is expected in terms of the technical submission. Specifically, should bidders submit a hypothetical technical proposal outlining a proposed methodology and approach to an assumed assignment or submit a proposal package focused on the service provider profile, qualifications, experience, team composition, and relevant projects, without reference to a specific or hypothetical project? | The RFP sets out the deliverables in sections 6, 7, and 10. Please refer to Tables 4, 5, and 6 (in section 10) for bid evaluation criteria, including the scoring thereof. | |
| 13. Submission method: Lastly, could you please confirm whether bid submissions should be submitted via email to procurement@thegca.co.za or uploaded via a designated portal on the MGCA website (and if so, please confirm the correct link)? | Please submit your bid proposal via email to procurement@thegca.co.za. | |
| Carbon Trust (Iain Cluette, Iain.Cluett@carbontrust.com) – 13 January 2026 | 14 I have noted that the deadline for submissions has been listed as the 14th of January in the RFP but has also been listed as the 16th of January on the “Industry & Market Intelligence Reports RFP” page.
I would like to confirm whether the due date is the 14th of January or the 16th of January. |
The closing date was Friday, 16 January 2026, at 16h00 but has now been extended to Saturday, 31 January 2026. This decision was taken following a number of requests made by potential bidders, taking into account the festive holiday period. |
