Provincial Human Resource Development Strategy And Provincial Master Skills Plan For The Mpumalanga Province

TERMS OF REFERENCE: REVIEW AND DEVELOPMENT OF A PROVINCIAL HUMAN RESOURCE DEVELOPMENT STRATEGY AND PROVINCIAL MASTER SKILLS PLAN FOR THE MPUMALANGA PROVINCE

PURPOSE

The Mpumalanga Provincial Government intends to review its current Provincial Human Resource Development Strategy (HRDS) (2012) and develop a new HRDS based on current needs in the province. In parallel it also intends to develop an implementation plan for the HRDS, i.e., the Provincial Master Skills Plan.

BACKGROUND

The province currently has an approved Human Resource Development Strategy (HRDS) that needs to be reviewed to ensure that it is current and aligned to all the relevant changes that have taken place provincially, nationally, and globally.

Furthermore, the province is required to develop a provincial master skills plan that is aligned to the provincial HRDS. The provincial Master Skills plan will also serve as a sub-component of the Mpumalanga HRDS and will be aligned to the strategic objectives of other national skills and HRD-related priorities as well as address the skills demands of the provincial growth and development strategies and meet the needs of the people of the province.

 

SCOPE OF WORK

The key areas for the work to be done are, but not limited to:

  • Develop a new provincial human resources development strategy that aligns with the priorities of the provincial government, taking into consideration emerging trends in provincial economic development and public/private investment priorities, especially in light of the Just Energy Transition. The HRDS will include a monitoring and evaluation framework to track the implementation of the provincial human resources development strategy and provincial skills master implementation plan.
  • Develop a Provincial Skills Master Implementation Plan that outlines the steps required to implement the revised human resources development strategy.
  • Conduct face-to-face and online consultations with all relevant stakeholders to obtain input and feedback on the proposed strategy and implementation plan.
  • Develop a communications plan to raise awareness and disseminate the provincial HRDS and provincial skills master implementation plan to stakeholders and the general public.


SERVICE PROVIDER

The Service Provider must have extensive knowledge, experience, and expertise in the following:

  1. An extensive knowledge of the education and training sector (basic, PSET, Higher Education), government policies, strategies and systems, and active labour market programs
  2. Experience with developing strategies and plans. Strong understanding of strategic, planning, research, monitoring and evaluation

REPORTING REQUIREMENTS

On technical issues, the consultants will report to Ms. Vanitha Francis, Transversal HRD, Mpumalanga Provincial Government.

On contractual issues, the consultants will report to Mr. Nkosinathi Nkonyane, Chief Executive Officer, Mpumalanga Green Cluster Agency.
