- The Government of South Africa has received financing from the African Development Bank toward the cost of the Just Energy Transition (JET) Jobs First Project (SAJJOF): Gender and Social Inclusion in the Mpumalanga Province and intends to apply part of the agreed amount for this grant to payments under the contract for an Individual Consultant – Procurement Specialist, SAJJOF Project.
- Scope of Work: Under the supervision of the Project Co-ordinator and the Mpumalanga Green Cluster Agency (MGCA), the consultant will review all available project documents to facilitate the establishment of procurement procedures based on African Development Bank procurement guidelines and government regulations for the procurement of goods, works, and services. The consultant will deliver a procurement tracking system, Prepare customized Bidding Documents and Request for Proposals (RFP) , prepare and update the Project’s Procurement Plan, detailing cost estimates, procurement methods, and processing times, and facilitate bid openings, evaluations, and award recommendations in line with the procurement guidelines. And Provide procurement reports as inputs into the Project’s Quarterly Progress Reports (QPPRs) to be submitted to the Ministries, the African Development Bank, and other relevant agencies.
The Government now invites Individual Consultants to indicate their interest in providing the above-described services. Interested consultants should provide CVs on their qualifications and experience demonstrating their ability to undertake this assignment. - Eligibility Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Framework for Bank Group Funded Operations” dated 2015, which is available on the Bank’s website at:https://www.afdb.org/en/projects-and-operations/procurement/new-procurement-policy. A Consultant will be selected under Consultants’ Qualifications Selection method.
- Estimated Duration and Start Date: The estimated duration of services is 12 months, with a three-month probation period. The expected start date is 19th May, 2024.
- Terms of Reference (ToR) Availability: Interested consultants may obtain the ToR at the address below during office hours (08:00 to 17:00).
- Submission of Expressions of Interest: Expressions of interest in English must be delivered to the address below by 2 May 2025, and mention “Consultancy for Project Procurement Specialist, SAJJOF Project”. Submissions may also be sent by email.
