About Mpumalanga Green Cluster Agency (MGCA)
The Mpumalanga Green Cluster Agency employs the triple helix cluster model with representation from Government, Industry, and Academia as part of its design setup. The cluster works at the interface between business, government, and academia in order to identify and remove barriers to an economically viable green economy, catalysing its uptake to enable the region and its citizens to prosper.
MGCA is a non-profit organisation that works to advance a sustainable and inclusive green economy and create shared value in the Mpumalanga province. We work both at the micro and macro level supporting green-tech SMEs to build their businesses, enabling bigger businesses to improve their environmental footprint, and assisting government to create the right environment for a more resilient green economy. Ultimately, we help facilitate investment, ecosystem building and job creation in Mpumalanga’s green economy.
Job Purpose:
MGCA is seeking to appoint a Stakeholder Relations Manager to lead and coordinate strategic stakeholder engagement across national, provincial and municipal spheres of government, while also building constructive relationships with industry, development partners, civil society, organised business, academia and communities. The role will largely focus on representing MGCA in government forums and intergovernmental platforms, including District Development Model meetings, Executive Council outreach programmes, Legislature programmes, municipal engagements and other high-level meetings and any other events required to advance MGCA’s mandate.
The Stakeholder Relations Function
MGCA would like to appoint a Stakeholder Relations Manager to strengthen its institutional visibility, partnerships and influence across the public sector and the broader green-economy ecosystem. This is a dynamic role suited to a confident relationship-builder who is comfortable engaging senior government officials, coordinating across multiple stakeholders, and representing the organisation in formal platforms.
The successful candidate will help position MGCA as a credible partner in the Just Energy Transition and green-economy agenda by driving stakeholder mapping, engagement planning, issue tracking, strategic communication and representation in key forums. The role also includes supporting stakeholder-related risk management, follow-up actions, and reporting on outcomes from engagements.

Qualifications and Experience
- Postgraduate degree in Public Administration, Political Science, Communications, Development Studies, Law, Social Sciences, Public Management or a related field.
- Minimum of 10 years’ relevant experience in stakeholder relations, government relations, public-sector engagement or partnership management.
- Demonstrated experience engaging with stakeholders across local, provincial and national government.
- Working knowledge of intergovernmental processes, public-sector decision-making, protocol and stakeholder engagement practice.
- Experience coordinating meetings, forums, outreach activities, engagements and follow-up actions involving senior stakeholders.
- An existing network within government, municipalities, public entities and/or development-partner circles will be an advantage.

- Excellent written and verbal communication skills, including confidence in formal representation and public speaking.
- Strong interpersonal, diplomacy, negotiation and relationship-management skills.
- Political and institutional awareness, with the ability to navigate complex stakeholder environments professionally and tactfully.
- Strong planning, coordination and follow-through skills, with the ability to manage multiple engagements and deadlines.
- Ability to prepare high-quality briefs, speaking points, reports, stakeholder maps and meeting records.
- Strong problem-solving ability and sound judgement in managing sensitive stakeholder matters and reputational risks.
- Excellent attention to detail, discretion and professionalism.
- Valid South African driver’s licence and willingness to travel extensively within Mpumalanga and beyond when required.
Core Tasks and Responsibilities
- Government relations and representation
- Represent MGCA in government forums, stakeholder meetings, public engagements and intergovernmental platforms at municipal, provincial and national level.
- Coordinate and support MGCA participation in District Development Model meetings, Executive Council outreaches, Legislature programmes, municipal processes and related official engagements.
- Build and maintain strategic relationships with government departments, municipalities, public entities, regulators and other key stakeholders relevant to MGCA’s mandate.
- Stakeholder engagement strategy and coordination
- Develop and maintain stakeholder maps, engagement plans, contact databases and relationship-management tools.
- Identify priority stakeholders, engagement opportunities and strategic partnerships that can advance MGCA programmes and provincial green-economy objectives.
- Coordinate invitations, agendas, briefs, logistics, talking points and follow-up actions for stakeholder engagements and events.
- Partnership cultivation and organisational positioning
- Strengthen MGCA’s institutional profile and credibility through consistent, professional and proactive stakeholder engagement.
- Initiate and maintain partnerships with organised business, civil society, academia, development partners and community structures where relevant to programme delivery.
- Support the identification of collaboration opportunities linked to the Just Energy Transition, enterprise development, investment facilitation and sector programmes.
- Monitoring, reporting and risk management
- Prepare stakeholder engagement reports, meeting notes, issue logs, briefing notes and management updates.
- Track commitments, decisions, risks and action items arising from engagements and ensure timely internal follow-up.
- Monitor stakeholder dynamics, policy developments and reputational risks that may affect MGCA, and escalate issues appropriately.
- Support communication and messaging alignment with management for sensitive or high-profile stakeholder matters.
- Internal collaboration and support
- Work closely with programme teams and management to ensure stakeholder engagements are aligned to organisational priorities and project delivery needs.
- Provide support for events, outreach activities, delegations, site visits and strategic engagements involving MGCA leadership.
- Contribute to broader organisational responsibilities where required.
